Is a long period of low temperature required in order to insure blooming?

The Chinese tree peony needs to go into a short period of dormancy in winter to insure blooming for the next spring. Usually a period of 30 to 45 days with temperature between 32 to 41 degree F would be sufficient for blooming. The lower the temperature the shorter period it requires for dormancy.
